Thermal expansion of the ocean and the rise and fall of shorelines would add to the variables of accurate measuring.
We spent a lot of time in Tasmania and did a lot of in fishing off piers where the high and low tide marks were clearly visible but impossible to tell of any change in levels one way or the other with such a narrow margin of error..
There is very little sea level rise according to NOAA data. In Sydney harbour sea level rise was zero. They tried to show sea level rise was a result of ice melting at the poles but recent data suggests that the volume of sea water does not change.

Judging by the photographs it would it appear more likely that the sea levels around Mt Sugar loaf have receded. This might be due to the reclaiming of land around the shore line.

NOAA have a chart showing sea levels across the world. Cape Cove, NSW, shows a sea level 38 mm which is virtually zero.
